Is the lack of insulation in industrial buildings being addressed?

Simply upgrading of existing buildings to current energy efficiency standards is a major challenge and not just for industrial buildings. There are some incentives offered by the Federal government such as the Industrial Building Incentive Program (Office of Energy Efficiency, Natural Resources Canada) but clearly much of the regulatory control rests with local municipalities.
Light House is based in Vancouver where the City of Vancouver is actively working with the building industry to seek ways to encourage energy efficiency improvements: visit www.onedayvancouver.ca.
The industrial sector is one of the most challenging as much of the existing stock was built at a time when energy efficiency regulation did not exist. With rising fuel prices, there is now more interest among larger building owners. The Building Owners and Managers Association (BOMA) has a program, Go Green, to help improve building performance. There is still much to do.
