I am looking for a low VOC finish for walls and tile floors in a commercial space.

1) “422 Stays Clear Acrylic Polyurethane Varnish” may be appropriate for your walls (but not high traffic floor). It is low VOC and is a Benjamin Moore product as well. 2) For your tile floors, you could use a water-based urethane sealer. The sealer releases slight odours and is mildly irritating during application, but after curing there is a very low emission rate. Try AFM Hard Seal: http://www.buildingforhealth.com/proddetail.php?prod=AFMHS
